Is the H-1B Program Dragging US Wages Down?

The economic downturn has caused many US workers to lash back at the H-1B visa program, which allows skilled foreign laborers to work within the USA temporarily -- and to possibly seek permanent residency. It is alleged that these workers get paid much less than US workers do, and that this causes salary levels to be dragged down. How much of this claim is accurate and how much is hype?
