Can We Build a High Speed Rail and Protect Against Terrorism - Is it Possible?

The California voters in the 2008 November elections voted to float bonds for a high-speed rail. This would allow commuter trains to travel at a high rate of speed across the state. It would allow people in Los Angeles to be in Sacramento in just over two hours and people from Sacramento to get to Silicon Valley in under 30-minutes; San Francisco, San Diego, Los Angeles would all be connected, along with the state capital.
